Coastal Carolina University is currently accepting applications for the following full-time position: Emergency Manager for Operations & Continuous Improvement in Emergency Management.
The Emergency Manager for Operations & Continuous Improvement provides administration of the emergency operations training and exercise program and manages department and emergency operations center facilities and equipment for stakeholder and operational readiness. Executes a variety of professional level duties for the implementation of the University's comprehensive emergency management program. The Emergency Manager serves as an Emergency Operations Center (EOC) Manger during EOC activations is responsible for significant areas of the University's emergency operations and the Emergency Operations Framework.

Required Qualifications: Bachelor's degree from an accredited college or university related to emergency management, business continuity, or general management field including but not limited to, planning, project management, public administration, or an equivalent combination of education, training and emergency management practitioner experience that provides the required qualifications. Five (5) years as a full-time, emergency management practitioner with experience in managing emergency management programs and real-world emergency operations center operations. Experience in successfully establishing, maintaining, and managing an EOC (facility, technology, equipment, etc.). Experience with the Homeland Security Exercise and Evaluation Program and managing comprehensive training and exercise programs, from the executive level to the operations level. The following FEMA/DHS training certifications are required IS-100, IS-200, ICS-700, ICS-800.
Preferred Qualifications: Experience in higher education emergency management, NCAA competitions, EOC management, and the real-world application of the National Incident Management System, Incident Command System.
Duties include, but are not limited to:
Emergency Planning, Training & Continuous Improvement
o Leads the development and maintenance of emergency plans, training, and exercise programs. Oversees continuous improvement efforts, conducts after-action reviews, and implements corrective actions to enhance emergency management readiness and resilience.
Emergency Operations Center (EOC) Management
o Manages EOC operations during emergencies and major campus events. Supervises Emergency Support Function personnel, coordinates response and recovery activities, and ensures operational readiness of EOC facilities, equipment, and technology.
Compliance, Administration & Stakeholder Coordination
o Oversees NIMS compliance and emergency management program administration, including budget and resource management. Builds partnerships with campus and external stakeholders and serves as a liaison with local, state, and federal agencies.
Preparedness Outreach & Education
o Leads campus-wide emergency preparedness education and outreach initiatives for students, faculty, staff, and families. Delivers training and awareness programs to strengthen individual and community preparedness.
Mitigation Planning & Grant Management
o Supports emergency management grant programs and mitigation planning efforts. Assists with funding applications, project management, and maintenance of the University’s Hazard Mitigation Plan and related initiatives.
EP Coordinator II (JE20/61122739/FTE-S01168P), full-time position with benefits. SC State Pay Band: GEN09. Salary range: $52,100.00 (Minimum) - $70,300.00 (Midpoint). Normal work hours are Monday through Thursday, 8:00 a.m. to 5:00 p.m. and Friday 8:00 a.m. to 12:30 p.m. Must be flexible to meet the special scheduling needs of the university. This position is considered essential and is required to report to the Emergency Operations Center, when activated, and/or may work on campus or remote when the University suspends normal operations. Must be available for high-impact campus events, emergency operations, and responsive to events/incidents related to public safety that may extend beyond the normal work schedule, including nights/weekends, and require staffing for multiple operational periods.
