Description
Under the general supervision of the Deputy Town Manager or their designee, the Senior Plans Examiner
plays a vital role in guiding and influencing development within the Town of Westlake (the "Town"). This
position is responsible for reviewing, examining, and approving construction plans for residential, mixeduse, and commercial projects. As a member of the Development Team, the Senior Plans Examiner works
closely with Town staff and representatives to ensure that submittals are complete, code-compliant, and
reflect high standards for construction quality and safety.
The role also requires effective communication with external stakeholders—including architects, builders,
engineers, and contractors—to resolve discrepancies promptly and facilitate project progress and
approvals.
The ideal candidate will have a strong background in building codes, construction practices, fire codes,
and land use, coupled with excellent communication, analytical skills, and attention to detail. The Senior
Plans Examiner is expected to serve as a collaborative advocate for safe, high-quality development and
to present practical solutions that support compliance and efficiency.
Requirements
Essential Qualifications
Minimum Education / Certifications:
High school diploma, GED, or an equivalent education.
International Code Council (“ICC”) B3 and R3 Plans Examiner Certification.
Additional ICC certifications in building, mechanical, electrical, or plumbing disciplines (preferred).
Minimum Experience and Qualifications:
2+ years of experience in municipal plan review and examination, including building code
compliance and development regulations.
Must successfully pass a criminal background check, including fingerprinting, due to interactions
on the Westlake Academy campus.
Valid Texas Class C Driver’s License.
Must be legally authorized to work in the United States.
Ideal Experience and Qualifications:
Associate’s degree or higher from an accredited college or institution in building science,
construction management, urban planning or related field.
5+ years of experience as an architect, building inspector, plans examiner or other similar position
and role with responsibility for construction or building safety.
Effective communication skills to convey construction practices and code requirements to diverse
audiences.
Strong working knowledge of enforcing building and fire codes and interpreting safety regulations.

Knowledge, Skills, and Abilities
Comprehensive knowledge of building codes, building construction types, methods, materials,
and terminology.
Knowledge of the ICC I-Codes, NFPA National Electrical Code, and industry standards in
construction practices.
Knowledge of land use and zoning codes.
Ability to communicate courteously and effectively with other Town officials, employees,
contractors, design professionals, and the general public.
Ability to read plans with a high degree of accuracy and confidence to ensure that all proposed
construction is compliant with all applicable codes, regulations, and requirements.
Computer proficiency in plans review and permitting software, word processing, and record
keeping.
