Description
The Deputy Director of Programs and Policy reports to NVTC’s Director of Programs and Policy and manages a team of program analysts in support of the larger Programs and Policy unit. The position is responsible for guiding NVTC’s crosscutting technical assistance and special projects, including regional coordination on transit technology and bus priority infrastructure. As the supervisor of NVTC’s junior programs and policy staff, the desired candidate will also demonstrate a willingness to build up and mentor staff in support of NVTC’s dynamic organizational culture.
Key Functions include:
- Supervising NVTC’s Program Analysts (currently three staff) and interns.
- Managing technical assistance and coordination related to emerging technologies and trends in public transit across the region.
- Assisting the Director of Programs and Policy with strategic planning, communications, and Commission and Committee meeting preparation.

Requirements
Minimum
- Bachelor’s degree in urban planning, geography, economics, political science, or related field plus eight (8) years of progressively responsible experience in transportation policy and planning.
- Knowledge and understanding of the public transportation industry and the relevant political landscape and policy-making processes.
- Excellent written and oral communication skills, including ability to present information orally and in writing to a wide range of audiences, including elected officials.
- Solid organizational skills and ability to be flexible and adaptable in responding to new information, changing conditions, and/or unexpected obstacles in a fast-paced environment.
- Ability to work both independently and as part of multi-disciplinary departmental teams and respond to a variety of conditions without direct supervision.
Desirable
- Master’s degree in public policy, urban and regional planning, public or business administration, or a related field.
- Knowledge and understanding of the public transportation industry in and around the Washington, DC region and Virginia and the relevant political landscape and policy-making processes at the federal, state, and local levels.
