Description
JOB SUMMARY:
Performs intermediate level professional work for the Village of Wellington in the inspection of one or more functional areas of assignment (e.g., building, electrical, plumbing, mechanical, residential). Position is responsible for performing skilled technical inspection, enforcement, and administrative work in relation to compliance with local, state, and federal construction codes for new and existing construction.
Work is performed independently under limited supervision with moderate latitude in the use of initiative and independent judgment. Position typically requires processing and interpreting of more complex, less clearly defined issues.
ESSENTIAL FUNCTIONS:

- Inspects new and existing construction for compliance all with established local, state, and federal construction and limited zoning code inspections.
- Responds to, researches, and investigates construction related inquiries and complaints regarding illegal or hazardous conditions in new and existing structures.
- Prepares and provides stop work orders and corrections notices for non-compliance, specifying the action necessary to bring conditions to code compliance.
- Documents, records, and maintains detailed records and reports regarding inspection activities, e.g., inspection logs, conclusions, notices issues, actions taken; Reviews various records and documentation relating to certification inspection category, e.g., construction plans and specifications, complex drawings, schematics, diagrams, standard codes.
- Performs re-inspections to ensure previous violations are brought to compliance.
- Presents inspection documentation/information and testifies in court as required regarding conditions, findings, actions, and relevant code sections.
- Assists and advises the public (architects, contractors, developers, engineers, etc.) in matters relating to construction and code requirements; ensures professional and courteous customer relations in both oral and written form.
- Ensures observance and adherence to safety standards, laws, and principles during operation of assigned Wellington vehicles, to include in unpaved and rough terrain environments.

MINIMUM QUALIFICATIONS:
One of the equivalent combinations of education, certification, training and/or experience below:
- Demonstrates four (4) years combined experience in the field of construction or a related field, building code inspection, or plans review corresponding to the certification category sought. 468.609(2)(c)(1), F.S.
- Demonstrates a combination of postsecondary education in the field of construction, building experience which totals three (3) years, with at least one (1) year of such total being experience in construction, building code inspection, or plans review. 468.609(2)(c)(2), F.S
- Demonstrates a combination of technical education in the field of construction or a related field and experience which totals three (3) years, with at least one (1) year of such total being experience in construction, building code inspection, or plans review. 468.609(2)(c)(3), F.S.
- Currently holds a standard certificate issued by the board or a fire safety inspector license issued pursuant to Chapter 633, F.S., has a minimum of three (3) years of verifiable experience in inspection or plan review, and satisfactorily completes a building code inspector or plans examiner cross-training program that provides at least one hundred (100) hours of training in the certification category sought. 468.609(2)(c)(4), F.S. [cross-training program.
- Demonstrates a combination of the completion of an approved training program of at least two hundred (200) hours of training in the field of building code inspection or plan review and a minimum of two (2) years’ experience in the field of building code inspection, plan review, fire code inspection and fire plans review of new buildings as a fire safety inspector certified under Section 633.081(2), F.S., or construction. 468.609(2)(c)(5), F.S. - Currently holds a standard certificate issued by the board or a fire safety inspector license issued pursuant to Chapter 633, F.S., has at least four (4) years of verifiable experience as an inspector or plans examiner in a standard certification category currently held or has a minimum of four (4) years verifiable experience as a fire safety inspector licensed pursuant to Chapter 633, F.S., and has completed a building code inspector or plans examiner classroom training course or program that provides at least two (200) hours in the certification category sought, except for residential training programs which must provide at least five hundred (500) hours, but not more than eight (800) hours of training as prescribed by the board. 468.609(2)(c)(6), F.S. Certifications and Licenses:
- Must possess and maintain a valid State of Florida Driver License and the ability to drive a Village owned vehicle per established policies, procedures, and safety guidelines.
- Possession of a valid State of Florida Inspector’s Certification in one (1) of the five (5) major functional areas (building, electrical, plumbing, mechanical, residential) desired or the ability to obtain one within 1 (one) year of hire with qualifications for a provisional license at time of hire.
Regular attendance at work on-site is essential to maintain the necessary teamwork, personal interaction, and supervision that this position requires. Responds to emergency call-ins for hurricanes or other critical events.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Knowledge of professional procedures and systems in the field of construction or a related field
- Knowledge of building code inspection
- Knowledge of fire code inspection and fire plans
- Skill in the use of Microsoft Office products (Word, Outlook, and Excel) and applicable department and organization specific software and ability to learn and become proficient in the use of other specialized software as may be required
- Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems
- Skill in using mathematics required for the work
- Ability to correctly interpret and efficiently implement all applicable policies and procedures
- Ability to manage multiple priorities to ensure that deadlines are met
- Ability to effectively communicate (verbally and in writing) with residents, coworkers, supervisors, administration, and vendors
- Ability to communicate during emergency situations effectively, promptly, and accurately or to avoid hazards
- Ability to clearly communicate and understand information in English, both orally and in writing

PHYSICAL REQUIREMENTS:
Depending on functional area of assignment, tasks involve the periodic performance of moderately physically demanding work, usually involving lifting, carrying, pushing and/or pulling of moderately heavy objects and materials (up to 50 pounds). Tasks that require moving objects of significant weight require the assistance of another person and/or use of proper techniques and moving equipment. Tasks may involve some climbing, stooping, kneeling, crouching, or crawling. Tasks may require extended periods of time at a keyboard or workstation.
ENVIRONMENTAL REQUIREMENTS:
Tasks are regularly performed inside and/or outside with potential for exposure to adverse conditions, such as dirt, dust, pollen, odors, fumes and/or poor ventilation, wetness, humidity, rain, temperature and noise extremes, machinery and/or moving vehicles, vibrations, electric currents, animals/wildlife, toxic/poisonous agents, gases or chemicals, oils and other cutting fluids, violence and/or disease, or pathogenic substances.
SENSORY REQUIREMENTS:
Tasks require sound and visual perception and discrimination. Tasks require oral communications ability. Must have manual dexterity and be able to perform repetitive motions of the wrists, hands, or fingers. Must be able to perceive color and depth. Tasks involve prolonged eye use and/or fine visual ability; computer work, reading text, visual inspections, or measurement devices. Must be able to follow visual cues or signals.
